Premiere/National Self-Teach PFA?

I’ve heard one can self-teach PFAs if they are at a National or Premiere event and purchase full XP. I have a gut sense that this is incorrect. Is there an official ruling because of PFA timers or is that allowed?

There have been in the past, however, they were not following the 6-month rule outlined in the book. There will not be self-teach PFAs going forward.
